will likely be getting tires which have had a slight amount
of use before.

tires that are being sold cheap for whatever reason.
The thing about EBay though is you need to ensure you outbid
the other bidders, that is of course unless the item has a
“buy it now” button, in which case you can bypass all the
biding, usually in exchange for a slightly higher
price.
Do make sure that you do your research on
the semi truck tires before you go out and buy them though
as the last thing you want is a pair of tires that don’t
live up to your standards or even worse, tires that don’t
fit well with the vehicle you’re putting them on.
